Is there any way to contact support online?

We don't have a phone at home and my phone doesn't have a line or can't be use for text and call, I could borrow my brother's phone and mom's but they're bringing their phone at work, and I am worrying about mu security questions because I forgot my answers, my brother lend me his phone so I could call last night but the apple support didn't solve my problem, the call took one and a half hour, the support keep putting me pn hold like 4-5 times and at the end told me to wait for 8 hours and that's for the next day, I was rushing because I needed to buy something on app before the next day but support didn't help me, and so I am hoping and wondering where to contact the support through online because it's much easier for me cause I only have an internet. 😟

You can reset the questions yourself if you've got a verified rescue email address on your account (an additional/alternate email address is different) : If you forgot the answers to your Apple ID security questions

If not, and if you don't want to use the phone, you can try this form to contact Support : https://www.apple.com/emea/support/itunes/contact.html

But it might take 48 hours for you to get a reply, and the reply might be to contact them by phone (as they need to confirm your id and that it's your account before they will potentially reset the questions)

Unfortunately, my apple account has been locked because I attempted to guess my answers to my questions too many times and so when I am trying to add an alternate email address, it keeps sayong that my apple is locked.

Adding an alternate email address won't help, you would need to have a verified rescue email address on your account to be able to reset the questions (if you don't already have one on your account you won't be able to add one if you can't remember your answers).

To reset a locked/disabled account : If your Apple ID is locked - Apple Support

Can I make a rescue email by myself? because I think I needed to call them for it to reset my questions? but like I said I don't have a phone to use..

No, as I said above, you can't add one if you can't remember your answers. If you don't have access to any phone try the form that I linked to and wait for a reply
